日本統治時期總督府導入星期制與標準時間,要求機關、學校、工廠須制訂規律的作息;鐵公路明訂時刻表,準時發車及抵達目的地;在火車站、官廳等公共建築物設置大時鐘等,以養成民眾守時習慣。本建築東側(臨博愛路)目前亦裝設有仿古電氣鐘。

Under Japanese rule, the Office of the Governor-General introduced the week system and standard time. Government institutions, schools and factories were required to regularize work and rest. Railways had to set and meet clear timetables for departure and arrival. Large clocks were set up in public buildings such as train stations and government offices in order to develop habits of punctuality among the people. An antique electric clock still stands on the east side of the building (Boai Road).
