光緒二十六年兩廣總督頒布之《諭依照條約保護各國人民曉諭》 The 1900 "Announcement on the Protection of Foreigners " from the Governor of Guangdong and Guangxi.

Subsequent to the Boxer Rebellion in 1900 (26th year of Guangxu in the Qing Dynasty), the Qing court ordered all localities to safeguard the welfare of foreign officials and citizens visiting China, including missionaries and businessmen.

The text of the decree included the following wording:."..Neighborliness must be cultivated. Since ancient times, visitors to China from afar, whether for business and commerce; or for travel to increase knowledge; and missionaries who overcome hardships to scale mountains and sail the seas to persuade others to do good -- we in China have been known as a nation of courtesy and justice, so must fulfill the friendship between host and guest...."
